Best playmaker in the world?

Having an argument with an Arsenal fan who is claiming that Ozil is the best playmaker in the world. He is basing this on the fact he has created 136 chances and has 18 assists this season. He also claims that if Arsenal were winning the league Ozil would be in the PFA team of the year and would have won player of the year.
1. How the fuck do you quantify how good a playmaker is?
2. What does "chance created" mean? For example, if someone passes a ball 3 yards to another player across an open goal a chance created?? Or is it the most magnificent cross from the middle of nowhere that creates a goal out of nothing a chance created? Or is it both?
3. Is he right? Is Ozil the best playmaker in the world (probably behind Messi, I let him get away with that because hes a stupid Arsenal wanker).
I have obviously told him that he is wrong and Payet is in fact the best playmaker in the world.

On Ozil being in the PFA team, one of the biggest hurdles for that is that it's always picked as a 4-4-2. He is not really played as a striker, nor a central midfielder or a winger.

For me a Playmaker, is a deep-lying midfielder who controls the tempo of the game with a great ability of short and long range passes - nothing to do with goal assists.
Andreas Pirlo is the classic example - Michael Carrick to a much lesser extent.
Neither Payet or Ozil fall into this category

Oziil isn't skilful, fast or one to run with the ball and take players on. He is good on the ball, and his distribution is first class.
He just isn't as emphatic as Payet.
